Ethics Manual - Preface

Iowa Code chapter 68B sets out the ethics laws for state government. Iowa Code section 68A.505, a campaign finance law, prohibits the use of governmental resources for political purposes. Iowa Code section 8.7 requires all gifts and bequests received by an agency or accepted by the Governor on behalf of the state to be reported to the Board. They combine to establish a standard of ethical conduct for the executive branch of state government.

This manual provides guidance to executive branch officials and employees. The Iowa Ethics and Campaign Disclosure Board encourages state officials and employees to examine these materials and to contact the Board when questions arise.

Awareness prevents violations of law. Compliance with this standard of ethics conduct increases the public’s trust and confidence and strengthens the institution of state government.
