I. CALL TO ORDER

II. APPROVAL OF MINUTES
Minutes of meetings held on August 29, 2019 and November 13, 2019.

III. EXECUTIVE DIRECTOR POSITION
In accordance with the provisions of Iowa Code 21.5(1) “i”, the Board
will move into closed session to discuss the professional competency
and qualifications of the finalists for the open executive director
position.

IV. UPDATE ON SNODGRASS/KELLEY INVESTIGATION
In accordance with the provisions of Iowa Code 21.5(1) “c”, the Board
may move into closed session to discuss the investigation into the
Snodgrass/Kelley investigation.

V. CONTESTED CASE RE: HOWARD HILL APPEAL
Dr. Hill appealed the Board’s reprimand and civil penalty by requesting
a contested case hearing. In accordance with the provisions of Iowa
Code 21.5(1) “f”, the Board may move into closed session to discuss the
decision to be rendered in this contested case.

VI. CONSIDERATION OF POTENTIAL BILLS FOR BOARD TO PROPOSE
FOR NEXT LEGISLATIVE SESSION
1. Amend section 68A.405 to require attribution statement on mass
phone calls and texts
2. Create new section to allow campaign funds to be used for
dependent care expenses
3. Create new section to prohibit the use of certain government
resources for political purposes
4. Amend section 68A.103 and 68A.106 so sign statute applies to
federal candidates
5. Amend sections 68A.503 to add LLCs, LLPs and cooperative
associations to the list of prohibited contributors
6. Amend section 68B.4 to include the sale or lease of real estate
7. Amend section 68B.32 to allow Board to award additional pay to
executive director who simultaneously serves as legal counsel
