      I           CALL TO ORDER

                   Roll call, introductions, section 21.8 explanation of need for teleconference due to public health emergency, request for public to mute their phones to limit background noise.

    II.           ELECTION OF CHAIR AND VICE CHAIR

                   In accordance with Iowa Code § 68B.32(3), the Board shall annually elect one member to serve as Chair and one member to serve as Vice Chair.

   III.           APPROVAL OF MINUTES

                   Open and Closed session minutes of meetings held on November 19 and 25, 2019.

     IV.        DIRECTOR’S UPDATE

       V.       LEGISLATIVE UPDATE

                 The Board pre-filed seven bills for consideration this legislative session:

                  1.     Amend section 68A.405 to require attribution statement on mass phone calls and texts

                  2.    Create new section to allow campaign funds to be used for dependent care expenses

                  3.    Create new section to prohibit the use of certain government resources for political purposes

                  4.    Amend sections 68A.503 to add LLCs, LLPs and cooperative associations to the list of prohibited contributors

                  5 .  Amend section 68A.103 and 68A.106 so sign statute applies to federal candidates

                  6.  Amend section 68B.4 to include the sale or lease of real estate

                  7   Amend section 68B.32 to allow Board to award additional pay to executive director who simultaneously serves as legal counsel

      VI.      REQUESTS FOR WAIVER OF CIVIL PENALTIES (RULE 351 IAC 4.60)

     VII.      PROPOSED BLANKET WAIVER UNTIL JULY 31, 2020 FOR PERSONAL FINANCIAL DISCLOSURE STATEMENTS

     VIII.    CLOSED SESSION

     In accordance with the provisions of Iowa Code 21.5(1) “c”, the Board may move into closed session to discuss:

1. Petition/Complaint regarding recognized officers of the Asian & Latino Coalition political committee
2. Complaint against Dr. James Brown regarding alleged violation of Iowa Code section 68B.6
